TOPIC: Manitoba’s New Public Service Act
SPEAKER: Charlene Paquin, Civil Service Commissioner and Deputy Minister of Sport, Culture and Heritage

On December 2, 2019, the Manitoba Government proposed a new Public Service Act.  It is intended to provide a legislative framework for an ethical and effective public service for Manitoba.  It covers the entire public service, which is categorized as follows:

- core public service — government department employees and senior leadership;
- broader public service — Crown corporations, health organizations, post-secondary institutions, school districts and divisions, and other organizations included in the government's financial reports;
- allied public service — staff for the Assembly offices and the constituency offices of members of the Assembly, staff for the officers of the Legislature and political staff.

Under this new legislation, the Civil Service Commission will be dissolved and replaced by a Public Service Commission.  Restrictions on the political activities of employees will be updated and made more flexible.  Charlene Paquin, the Civil Service Commissioner, will explain all this and more as she provides an overview of this proposed legislation and what it will mean for public sector employees.
