Job Summary
Legal Counsel provides effective legal advice and support to the WCB, ensuring its compliance with all relevant and applicable laws throughout its operation.
Job Duties:
Provides comprehensive analysis, interpretation and guidance across multiple areas of law and operational issues, including matters specific to workers compensation.
- Drafts, reviews and manages the execution of a variety of legal documents.
- Contributes to the drafting of legislative and policy amendments.
- Participates in the legislative review process as required.
- Represents the WCB in judicial and administrative proceedings as required.
- Manages third party litigation, inter-provincial claims, MPI cost recovery and cost transfers between covered employers.
- Manages and liaises with external counsel as required.
- Participates on internal and external committees and represents the WCB at external meetings and conferences as required.
- Monitors and researches legal issues relevant to the WCB and advises internal staff and external stakeholders on developments.
- Provides training and advice to staff regarding the application and interpretation of legislation relating to the workers compensation system and workplace safety matters.
- Pursues professional development through continuing education and training, literature reviews, seminars and conferences, and industry networking.
- Performs other related duties as assigned.
Qualifications:
- University degree in Law and entitled to practice law in Manitoba
- Minimum three (3) to five (5) years experience practicing law in a government or corporate counsel environment, with a preference for experience in workers compensation and/or administrative law
- Proficiency in the use of personal computers and software in a Windows environment, and technology applications commonly used in the practice of law
- Ability to act with tact, diplomacy, integrity and professionalism in sometimes confrontational or sensitive situations
- Excellent judgment, analytical and research skills
- Ability to work with and safeguard sensitive and confidential information
- Ability to apply and interpret legislation, policies, practices and other legal documents
- Effective verbal and written communication skills, including the ability to explain technical and legal information and concepts in plain language
- Ability to work independently and in a team environment
- Ability to organize and prioritize workload while managing deadlines and multiple demands
- Ability to communicate proficiently in both official languages (English and French) is an asset, but is not required
